Jeff has worked in risk management for 28 years and has spent over 25 years serving public agencies. He is currently the Workers’ Compensation Program Manager for the California Joint Powers Insurance Authority, a JPA which provides risk management services to over 100 public agencies throughout California. Jeff has previously worked as a workers’ compensation claims examiner, supervisor, manager, excess specialist and independent auditor. He obtained a Bachelor’s degree in Criminal Justice from California State University Sacramento and he holds multiple industry designations including Chartered Property Casualty Underwriter, Associate in Claims, Associate in Risk Management for Public Entities, Associate in Risk Pool Management, and Certified Professional Disability Manager.

Larry has been in public agency risk management since 2005.  He is currently the Safety & Risk Manager for the Padre Dam Municipal Water District in Santee (San Diego County) and is responsible for all safety, workers’ compensation, liability, insurance, wellness, ADA and contract issues.  He was previously with the City of La Mesa for six years (Risk Manager) and the County of El Dorado for four (Sr. Risk Mgmt. Analyst).  He obtained his Master’s degree in Business Administration from Santa Clara University and holds the Associate in Risk Management designation.  Larry was the Chapter Chair for the San Diego / Imperial Valley Chapter of PARMA for three+ years prior to joining the PARMA Board in May 2017.

Karen manages the risk management division of CharterSAFE, a JPA that specializes in insurance and risk management services for charter schools throughout California. Paul Zeglovitch has spent over 25 years in the liability claims and litigation management area.  After working for two major insurance carriers and then Carl Warren & Co.’s public entity effort, he was hired as the Liability Program Manager for the California JPIA, a risk pool with well over 100 public entity members.  At the CJPIA Paul is also involved in the Authority’s extensive risk management efforts.  Paul was the Chapter Chair of the Southern California Chapter of PARMA for three years and was elected to the PARMA board in February 2017.  Paul holds a Bachelor in Science Degree from Buffalo State College and the Associates in Risk Management designation.

Carrie Willson is a Staff Risk Manager for the State of California, Department of General Services.  In this capacity, she leads a team that provides specialized insurance procurement, risk management, and insurance consulting services for the various state departments. She started her public entity risk management career in 2007. Prior to working for the state, she spent 17 years as a Commercial Lines underwriter for a Managing General Agency. Carrie has served the Sacramento Chapter of PARMA for several years. Most recently, she served as the Chapter Chair for 5 years before her election to the PARMA board in 2024.

She earned her Master’s degree in Business Administration emphasizing HR Management at the University of Arizona GC, and her Bachelor’s degree from California State University, Fresno.  She has served on the ACWA JPIA Risk Management board for 5 years now working to improve Safety and Loss Control Programs throughout the Association. Tanesha has been very active within the Central Valley Chapter of PARMA over the last 11 years holding positions including: Steering Committee, Secretary/Treasurer and most recent Chapter Chair for 5 years prior to her election to the PARMA board in 2021.

History

PARMA, the acronym for the Public Agency Risk Management Association, was founded in 1974, by a group of eight risk managers. PARMA was the first organization of its kind, and was formed to provide a forum for California public sector risk managers to share ideas on how to perform their duties in this emerging field. At that time in the history of public entity risk management, no venue existed for risk managers to learn their trade, and most of what was being done was experimental in nature. That being the case, the founders of PARMA wished to share their experiences and risk management techniques so that their fellow risk managers would not have to continually keep “reinventing the wheel.” This collegial spirit still permeates PARMA, and the networking that it engenders is the cornerstone of PARMA.

PARMA has grown from that tiny band of risk managers, to an organization that spans the entire State of California, has members in Washington, Oregon, Colorado and Nevada, and which is now comprised of over 600 members in six local Chapters It is still governed by its members and a central Board of Directors, whose members are nominated and elected by the membership.

Membership

There are two types of members in PARMA. The first are Regular members, and the second are Associate members. No member shall hold more than one membership in the organization.

Any public agency as specified in the California Government Code or similar laws in other states shall be qualified to become a Regular member of PARMA. Regular members may vote and be elected to the Board of Directors. No member may transfer a membership or any rights arising from membership. The Board of Directors may grant individual lifetime memberships.

Dues for Public Entity Memberships are currently $300 per fiscal year and for Associate members $450 per fiscal year (the PARMA fiscal year is July 1 - June 30). The individual employees of a member firm receive the benefits of the entities membership.

Applicants shall be admitted to membership upon making application and upon payment of the membership dues. The membership is nonassessable.

The Associate members are comprised of all public and private entities, which do not qualify as a public agency under the California Government Code or similar laws in other states. These members are usually providers of services to Regular members, such as law firms, insurance brokers and agents, third party administrators, and other similar services connected with the provision of risk management to public agencies.

The Associate members have the same rights and privileges as Regular members, with the exceptions of the right to vote or to hold office.
