The San Bernardino County Employees’ Retirement Association (SBCERA) is an independent, awardwinning multiple-employer defined benefit plan. SBCERA administers service retirement, disability retirement, and death benefits on behalf of nearly 42,000 members and beneficiaries. SBCERA serves 18 employers throughout California and invests more than $10 billion in assets. SBCERA was established on January 1, 1945 under the California County Employees Retirement Law of 1937 (CERL) following a vote by the people of the County on May 16, 1944. For more than 75 years, SBCERA has been providing the promised benefits to its members and beneficiaries while ensuring the plan remains solid and secure.

As part of continuing and ongoing due diligence in the procurement of all professional services, SBCERA seeks to review alternative insurance programs and insurance broker services within the context of a competitive process. The purpose of such a process is to ensure SBCERA receives the broadest coverage and exceptional service at a cost that is reflective of current market conditions. SBCERA has engaged the services of independent risk management consulting firm G2 Risk Consulting (G2 Risk) to assist in this process. In addition to the above, SBCERA seeks to achieve a common expiration/renewal date of July 1 for all coverages.

The City maintains a program of self-insurance for general liability pursuant to the California Tort Claims Act with a Self-Insured Retention of $1,000,000.00. The City is soliciting Request for Proposals ("RFP") from qualified liability claims administrators ("TPA") to assist the City in administering such a program including the investigation, adjustment, processing, supervision and resolution of claims asserted by third parties against the City, its officers, agents and employees. The City’s current agreement is set to expire on March 16, 2020, and in accordance with City policies and procedures, this Request for Proposal shall be carried out in an effort to solicit responses from firms capable of providing the required services and to retain the most qualified firm to provide these services to the City.

The City of Vernon (“City”) is requesting proposals from qualified Third Party Claims Administrators (hereinafter referred to as the “Administrator or TPA”) to provide workers compensation claims administration services for the City’s self-insured Worker’s Compensation Program. The TPA contract includes, but not limited to: reporting injuries, employee contact, providing lost time and salary information, training for managers, supervisors, and employees, assisting with early return to work programs, payment of benefit and expenses, and maintenance of the City’s worker’s compensation claim files. The City maintains a self-insured retention level of $1,000,000 and excess insurance coverage up to the state statutory limits. 

The City will select one firm, based on demonstrated competence and the firm’s ability to provide high quality claims administrative services at a cost effective approach, to review, design, conduct, and assist in the administration of worker’s compensation files.
