The VCSSFA was established for the sole purpose of providing to its member school districts services and other programs necessary and appropriate for the establishment, operation, and maintenance of self-funded insurance programs to include, but not limited to: Workers' Compensation, General Liability, Auto Liability, Public Officials' Errors and Omissions, Property, Boiler & Machinery, Fiduciary Liability, and Risk Management and Safety Services relating to the aforementioned areas.

The VCSSFA is one of the best kept secrets within the educational community in Ventura County. The VCSSFA deals with liability and property issues that would otherwise confound and potentially do irreparable harm to districts. The VCSSFA has a statewide reputation for excellence and ethical practices.

It is important to understand that the VCSSFA is not a commercial insurance company. It is a group of school districts that have decided to self-fund their collective insurance coverages, in accordance with a risk sharing arrangement, as they understand best what suits their local public educational needs.

Job Description

BASIC FUNCTION:
Under the direction of the Executive Director, perform a variety of complex administrative and accounting support duties to assist the Executive Director and Controller; organize and coordinate office activities and communications to assist the Director with assigned functional areas of responsibility; assist Controller with accounting procedures; provide assistance and information to VCSSFA, CSEBO, County School LEAs’ staff, and other organizations and individuals.

REPRESENTATIVE DUTIES:

Perform a variety of complex administrative support duties to assist the Executive Director; organize and coordinate office activities and communications; assist the Executive Director in the collection of data and information for the VCSSFA and CSEBO Boards and Executive Committees and other meetings and conferences. Attend Board and Executive Committee meetings; take attendance and notes regarding special instructions and follow-up activities; prepare and compose minutes for meetings as
necessary. E
Assist in the preparation and revision of a variety of documents, reports, Administrative Manuals, and related materials; review for accuracy, completeness and compliance with established contracts, policies and procedures. E
Train and supervise assigned office staff; assign, monitor, and review work to assure appropriate rules and procedures are followed and are within established guidelines. E
Perform a variety of clerical and support duties such as preparing a variety of correspondence, memoranda and reports; schedule appointments; read and route correspondence to Executive Director; maintain master files, records, schedules, contracts and insurance policies; coordinate the preparation for regular and special meetings as directed. E
Provide information to staff, outside agencies, and the public by various communications media and in person; respond to questions from Board Members, Executive Committee Members and School LEA staff and others. E
Prepare and maintain a variety of files, records, documents and reports. E
Maintain confidentiality in matters of management/employee group issues dealing with members, litigation issues, and areas of Property/Liability and Workers’ Compensation and Employee Benefit Programs. E
Create and manage purchase orders for all VCSSFA’s contracts.
Manage and code invoices received and obtain proper approvals.
Perform a first review and approve safety and ergonomic credit submissions from VCSSFA LEAs.
Assist Executive Director in the preparation of Request for Proposals for various programs.
Make recommendations to improve procedures and the transmittal of information or to facilitate implementation or administration of policies and programs.
Perform a variety of duties in preparation of Board and committee agendas.
Enhances website resources for Member LEAs and employees.
Attend in person LEA meetings, conferences, seminars, and trainings.
Perform related duties as assigned.

Job Requirements

Any combination equivalent to: Associates Degree or equivalent in Secretarial Science or related field and three years increasingly responsible secretarial experience, including experience in an administrative office operating automated equipment and systems.
