The Sacramento Area Sewer District (SacSewer) is the Sacramento region’s sewage collection, treatment, and resource recovery facility—providing service to more than 1.6 million people.

Keeping our sewer system in top operating condition is a 24/7 job, and we take that job very seriously. With 5,000 miles of pipes and 117 pump stations, we are the second largest sewage collection utility in California. We also own and operate the second largest water resource recovery facility of its kind in the nation, the EchoWater Resource Recovery Facility located near Elk Grove.

Job Description

Sacramento Area Sewer District (SacSewer) is looking for a dynamic Human Resources leader to fill the Human Resources Manager position.

Under the direction of the Internal Services Department Director, the Human Resources Manager is a confidential position that oversees, leads, and participates in all activities of the Human Resources Division, including short and long-term planning, as well as the development and administration of policies, procedures, and initiatives for SacSewer.

This class supports the executive team in a variety of administrative, coordinative, analytical, and liaison capacities. Assignments require knowledge of public policy, SacSewer functions and activities, including the role of the Board of Directors, and the ability to develop, oversee, and implement interdisciplinary projects and programs. Responsibilities include coordinating the activities of the Division with those of other departments and outside agencies and managing and overseeing the complex and varied human resources functions. This class serves as a direct advisor to executives and management on policies, procedures, and personnel related programs.

Highly qualified candidates will possess extensive experience leading and managing the full scope of HR programs and activities with public sector employers.

Job Requirements

MINIMUM QUALIFICATIONS
Either: 1. Ten (10) years of progressively responsible experience leading multiple human resources programs and services, which includes five (5) years of experience in a supervisory level position for a public sector employer.

Or: 2. A bachelor’s degree from a four-year accredited college or university.

AND

Seven (7) years of progressively responsible experience leading multiple human resources programs and services, which includes five (5) years of experience in a supervisory level position for a public sector employer.

Note: A master’s degree from an accredited college or university is preferred.
