THE POSITION The City of Rocklin is excited to announce a newly created HR/Risk Manager position that will oversee both Human Resources & Payroll and Risk Management functions. This leadership role will be responsible for guiding strategic initiatives, ensuring compliance with employment and safety regulations, and fostering a positive and productive workplace culture. The HR/Risk Manager will supervise a talented team, including a Senior Management Analyst, Management Analyst, Senior HR Technician, and HR Assistant in Human Resources; and a Payroll Administrator and Payroll Technician II in Payroll. This position offers the opportunity to provide strong organizational leadership and help shape the City’s HR and Risk Management programs. IDEAL CANDIDATE In addition to strong technical skills, the ideal candidate will: Demonstrate strong leadership and team-building skills to inspire and guide staff across multiple functions. Bring experience in public sector risk management, including administering workers’ compensation programs, developing safety initiatives, and ensuring compliance with applicable regulations. Have a strategic perspective and the ability to see the long-term effects of decisions and projects. Foster a collaborative mindset to build strong working relationships across departments. Job Requirements

Education and Experience Possession of a bachelor’s degree from a regionally accredited four-year college or university with major coursework in human resources, accounting, finance, public administration, business administration, or a closely related course of study; AND Five (5) years of increasingly responsible professional experience within a human resources or finance department, with at least two (2) years related supervisory experience. OR Two (2) years of experience at a level equivalent to the City’s Senior Management Analyst class. Desired Qualifications: Public Sector Experience When assigned to a specific functional area as noted above, additional knowledge and experience in such area may be desirable.
