This is your opportunity to become a member of an extraordinary organization and a dynamic team. The Personnel Services Department is currently recruiting for a Senior HR/Risk Analyst. Incumbents in this classification will perform a variety of advanced and complex analytical assignments, which require extensive technical knowledge, initiative, discretion, and judgment. Senior HR/Risk Analysts serve as a professional advisor in the assigned area of responsibility, and participate in the development, administration and coordination of program strategies. This position may supervise both permanent and temporary staff. The current vacancy will have a primary focus on classification and compensation, including but not limited to the development and modification of job specifications; reviewing jobs to ensure correct FLSA status; conducting classification studies including meeting with employees to complete position audits and collaborating with departments on classification recommendations; participate and complete salary surveys, both internal and external; develop and review salary recommendations and the overall salary structure; analyze position conversion requests; draft and complete reports and recommendations to take before the City Council; and other related duties. The incumbent will be expected to participate in meet and confer discussions with respective bargaining units to respond to inquiries on class and comp items. The ideal candidate should possess in-depth knowledge of federal, state and local employment laws; have the ability to prepare clear, concise and comprehensive reports, records, correspondence and other written materials; and possess a strong background to complete advanced and complex analytical assignments in classification and compensation. This is an unclassified position in which the incumbent serves at the will of the Department Director. The Requirements The ideal candidate will possess the following education and experience: Possession of a Bachelor's Degree from an accredited college or university in Public Administration, Business Administration, Personnel Management, Industrial Relations, or closely related field; AND three (3) years of progressively responsible professional personnel experience or two years of experience as a Human Resources Analyst or Risk Analyst with the City of Fresno. Additional qualifying experience may be substituted for the education on a year-for-year basis, up to a maximum of two years. For this assignment, direct experience performing complex classification and compensation studies is highly desired. SUPPLEMENTAL SICK: 40 hours per fiscal year. 80 hours lifetime maximum LIFE INSURANCE: Benefit equal to annual salary; premium paid by the City. LONG-TERM DISABILITY: Benefit equal to 66.66% of monthly salary up to $7,500 per month after 30 days of disability; premium paid by the City. HEALTH REIMBURSEMENT ARRANGEMENT: Eligible retirees can use remaining Sick Leave balance at 80% of hourly rate and other leave balances, if applicable, to reimburse medical insurance and qualified medical expenses, tax free. RETIREMENT: City of Fresno Retirement System - one of the state's most well-funded public retirement systems. Reciprocity with other CA public agencies, including CalPERS. Retirement benefits vest after five years of service. City employees do not participate in Social Security. DEFERRED RETIREMENT OPTION PROGRAM (DROP): a voluntary program that allows an employee to deposit retirement benefits into a special savings account within the retirement system while working for the City of Fresno for up to 10 years.
