The Human Resources Department is staffed with 7 full-time employees: Human Resources Director, Human Resources Manager, Risk Manager, Senior Human Resources Analyst, two Human Resources Analysts and one Human Resources Technician.
The Human Resources Manager assists in the management of the Human Resources Department’ programs and services; assists in the planning, organizing, and coordinating of comprehensive personnel, employee-employer relations, and provides highly responsible, complex and professional staff assistance to the Human Resources Director. The Human Resources Manager assists in coordinating assigned activities with other City departments, divisions, and outside agencies. This position manages recruitment and selection, benefits and leaves, conducts classification and compensation studies of existing and proposed positions and classes, manages staff development, and manages unemployment insurance claims and assists with the City’s safety and workers’ compensation program. This position provides technical assistance and support during labor negotiations including developing costing criteria and data, and other materials needed for negotiation meetings and executive sessions. The Manager prepares and presents staff reports and analytics and administers the department budget and contracts. The Manager establishes work methods and standards and serves as a liaison with the community, professional groups, and other external contacts and resources. Writing reports and ensuring that appropriate and accurate data and files are maintained for employees and payroll records is an essential part of this role. Other duties include but are not limited to: • Providing advice, problem solving assistance, answering questions, and interpretation of Personnel Rules and Regulations, Memoranda of Understanding (MOU), and other related provisions. • Responding to program administration and/or delivery questions, ensuring necessary and timely follow-up occurs. • Analyzing data and developing recommendations for resolution. • Coaching, motivating, training, correcting and evaluating performance of Human Resources department staff. • Conducting a variety of special studies and projects regarding sensitive personnel matters . • Developing and implementing effective recruitment and retention programs. • Providing direction to other City staff regarding performance management, progressive discipline, and grievance processes; responding to grievances and complaints according to established personnel policies and procedures and relevant MOUs.

Excellent project management skills and the ability to analyze, evaluate, and recommend improvements to department operations, programs, and services are essential. Experience effectively working with labor groups is required. Qualified candidates will possess a bachelor's degree in Human Resources Management, Industrial Relations, Public Administration, Business Administration, or a closely related field along with five (5) years of professional level human resources management and development experience, including two (2) years of supervisory experience, or an equivalent combination of education and experience.
