The VCSSFA was established for the sole purpose of providing to its member school districts services and other programs necessary and appropriate for the establishment, operation, and maintenance of self-funded insurance programs to include, but not limited to: Workers' Compensation, General Liability, Auto Liability, Public Officials' Errors and Omissions, Property, Boiler & Machinery, Fiduciary Liability, and Risk Management and Safety Services relating to the aforementioned areas.

The VCSSFA is one of the best kept secrets within the educational community in Ventura County. The VCSSFA deals with liability and property issues that would otherwise confound and potentially do irreparable harm to districts. Job Description

BASIC FUNCTION:

Under the direction of the Controller or Executive Director in the absence of the Controller, perform a variety of technical accounting duties related to the preparation, maintenance, and review of financial records, accounts and reports for Ventura County Schools Self-Funding Authority (VCSSFA) and the California Schools Employee Benefits Organization (CSEBO); perform accounts payable and receivable, payroll, tax, cash reconciliations and financial reporting duties; assure compliance with established VCSSFA and CSEBO policies and procedures and governmental regulations.

REPRESENTATIVE DUTIES:

Perform a variety of technical accounting duties related to the preparation, reconciliation, maintenance, and review of financial records, accounts and reports for VCSSFA and CSEBO; establish, monitor and maintain assigned accounts; exercise judgement and initiative to perform independent financial duties related to assigned ledgers, accounts, and programs. E

Utilize medical, dental, and vision eligibility lists to invoice customer contributions; calculate administrative fees due to third party dental, medical, and vision administrators; distribute expenses to proper accounts; enter payment data into computerized financial system, remitting and reimbursing accounts accordingly. E

Compile confidential claims information and monthly medical, dental and vision worksheets; reconcile worksheet information with CSEBO financials and prepare monthly estimated cash status reports; distribute cash status reports to Board members and consulting firms according to established procedures. E

Analyze and compile financial data for state and federal reports, ensuring compliance with all federal and state regulations. E

Enter checks and other financial data received from third party administrators (TPAs); reconcile bank checking account statements and TPA financial claims reconciliation registers with VCSSFA financial systems. Monitor bank accounts daily and reimburse as needed. E

Prepare monthly claim/claim recovery spreadsheets distributed by fiscal year of loss; transfer to VCSSFA financial records. E

Review VCSSFA time cards to verify correct hours and days worked; adjust individual vacation and sick leave amounts and calculate leave time according to VCSSFA policies and procedures; grant, verify, post, and monitor sick and maternity leave, vacation usage, workers’ compensation leave, promotion and retirement. E

Review VCSSFA payroll information and process monthly, quarterly, and annual Federal and State tax reports; issue VCSSFA W-2 forms. E

Compile and evaluate LEA statistical data related to the annual insurance marketing and renewal process.

Manage and code invoices received and obtain proper approval.

Answer phone calls and assist customers.

Provide a variety of information and assistance regarding financial, accounting, and benefit policies and procedures to school district staff, consultants, claims administrators, and others. E

Prepare deposits and distribute revenue to proper VCSSFA and CSEBO accounts. E

Issue payments of wellness, safety credit and ergonomic equipment reimbursement monies to school districts; balance and reconcile safety credit and ergonomic equipment reimbursement reports; send monthly/yearly balance reports to districts. E

Assist in year-end financial closing process and independent auditor(s) with annual audits of VCSSFA and CSEBO records. E

Analyze and audit financial data and documents to assure accuracy, completeness and compliance with VCSSFA and CSEBO policies and procedures and applicable governmental regulations. E

Attend conferences, seminars, trainings and meetings as appropriate. E

Operate a variety of office equipment, including a personal computer and related software, printer, calculator, typewriter, copy machine and fax machine. E

Job Requirements

EDUCATION AND EXPERIENCE:

College degree in business related field, especially accounting, preferred and at least two years of increasingly responsible and recent experience in reviewing, preparing, and maintaining financial records. Associates degree in accounting when accompanied by college level courses in accounting or related field and at least three years of increasingly responsible and recent experience in reviewing, preparing, and maintaining financial records will be considered. Fund accounting experience is a plus.
