About the Municipal Pooling Authority
The Municipal Pooling Authority (MPA) is a well-established and reputable Joint Powers Authority (JPA) established in 1977, to pool municipal assets to provide General Liability coverage and Workers' Compensation coverage for 20 municipalities in Northern California. MPA has grown to include Property, Vehicle Physical Damage, short-term and long-term disability, Risk Management, Ergonomics, Employee Benefits, and Employee Wellness services/programs. MPA provides in-house administration of claims for General Liability, Workers' Compensation, and Vehicle programs, and claims administration services are maintained through Origami, an online claims management system. MPA has continually received Accreditation with Excellence from the California Association of Joint Powers Authorities (CAJPA).

Accounting Technician
Non-Management- Non-Exempt

Salary Range: $72,103 to $87,642
Position Open Until Filled

The Accounting Technician is responsible for providing accounting, financial, and administrative
support, coordination, and documentation in support of the Accountant, Risk Analyst, and Finance
Manager.

Supervision Received and Exercised
Under direct supervision from the Finance Manager, the Accounting Technician will provide direct
support for various accounting, financial, and administrative duties.

Essential Duties and Responsibilities
Responsibilities and duties may include, but are not limited to, the following:
• Provides direct administrative support to the Finance Manager and performs responsible
clerical work in all areas of finance and accounting, including collecting and reconciling
Member payroll data and responding to accounting and carrier requests for financial data
from Members and on behalf of Members.
• Provides technical support in preparing, maintaining, and operating accounting functions,
including general ledger, accounts payable, accounts receivable, financial reporting, and
administration.
• Responsible for vendor databases and 1099 processing.
• Receives, balances, and audits cash receipts and disbursements, post revenue, prepares bank
deposits and related reports.
• Participates in gathering, assembling, tabulating, entering, checking, verifying, balancing,
adjusting, recording, and filing financial data and review information to ensure accurate
reporting. Assist with preparing, maintaining, and/or verifying various accounting, financial,
and statistical records, ledgers, logs, and files.
• Participates in generating and preparing a variety of financial, accounting, and statistical
statements, analyses, documents, and reports required for management reporting utilizing
both manual and computerized spreadsheet applications.
• Assist with preparing data analysis reports and presentations for Members and the Board of
Directors.
• Provides backup support for the semi-monthly administration of payroll and compiles and
prepares a variety of periodic and special reports relating to the payroll function.
• Provide backup support for accounts payable, sort and distribute invoices from vendors,
contact vendors regarding payments, process invoices, receive department approval,
generate, and mail checks, and files and create various accounts payable reports.

member city’s employees, and third-party contractors.

Travel
Incumbents must be available to travel up to 15% and have their own vehicle to travel to each
Member city.

Preferred Qualifications
Bachelor or Associate degree in Accounting or related field. Knowledge and experience in public accounting requirements

Minimum Qualifications
Education/Training and Experience
Graduation from high school or G.E.D. equivalent; completion of some college-level courses in
bookkeeping or accounting; and three years of progressively responsible experience in performing
financial or statistical recordkeeping. Experience in a public agency is preferred or Joint Powers
Authority.
License/Certifications/Insurance
Must possess a valid California Class C Driver’s License at the time of employment. The ability to drive
a vehicle is a specific requirement for this position.
Proof of Vehicle Insurance with the following limits of coverage:
• $15,000 for injury/death to one person
• $30,000 for injury/death to more than one person
• $5,000 for damage to property
