The County of Ventura’s Public Works Agency (PWA) is comprised of five departments: Central Services, Engineering Services, Roads and Transportation, Water and Sanitation, and Watershed Protection. Each PWA department is headed by a department director. Job Description

The Position
Under general direction, the Occupational Safety Officer is responsible for planning, organizing, coordinating, and implementing agency practices and policies related to Occupational Health and Safety for PWA. Responsibilities include consultative administration of a comprehensive health, safety, and training program while ensuring and promoting a safe work environment for employees and customers to comply with federal, state, and local regulations.

The ideal candidate will demonstrate a profound commitment to the well-being of staff and the community at large by fostering a safety-conscious mindset among team members while integrating real-time hazard monitoring. The ideal candidate will collaborate with diverse teams in ever-changing environments to ensure proper compliance, proactively identity areas of improvement, and implement preventative measures to protect staff and the integrity of Public Works environments and projects. The ideal candidate plays a critical role in emergency response planning and crisis management, working closely with various stakeholders, including emergency services, local authorities, and Public Works teams to develop comprehensive emergency response plans that ensure a coordinated and efficient response.

PAYROLL TITLE & SALARY
Staff/ Services Manager II - $3,528.51 - $4,940.40 Biweekly

Staff/Services Manager II is a Management classification and is not eligible for overtime compensation.

Example of Duties:
Duties may include , but are not limited to the following:
-Plans, organizes, coordinates, and implements practices and policies related to PWA Health and Safety, including the Illness and Injury Prevention Program, safety investigations, and OSHA compliance;
-Conducts workplace safety inspections of job sites and facilities, job hazard analysis, and ergonomic assessments; recommends the procurement of safety equipment, as necessary;
-Compiles professional, comprehensive reports and investigates root causes of accidents, incidents, and injuries; identifies areas of improvement related to safety; develops plans to meet future needs or minimize accidents and injuries through a comprehensive training program and consultative leadership;
-Oversees Agency Safety Review Committee, including meeting facilitation, identification and proactive resolution of issues, hazard communication, and continuing PWA’s culture of safety and continuous improvement;
-Develops, updates, presents, and implements comprehensive employee safety training programs, safety and health awareness activities, memos and publications, ensuring that statutory training requirements are met;
-Stays current and up to date with federal, state and local safety regulations; interprets related policies and procedures; and develops and implements relevant safety policies and procedures;
-Coordinates internal and external health and safety training, including but not limited to Hearing Conservation, Respirator Fit Testing, and CPR, respectively; documents employee safety and training requirements and completion;
-Administers Department of Transportation (DOT) Program and Department of Motor Vehicle Employee Pull Notice (EPN) Program;
-Represents the County and PWA in contacts with other governmental agencies or departments, employees and frontline workers, and outside vendors, including third-party administrators;
-Assists in the development and preparation of the annual preliminary budget for employee Health and Safety functions; reviews and evaluates related budgetary and financial data; controls expenditures in accordance with established limitations;
-Participates in the development and implementation of Emergency Response Plans;
-Serves as point of contact when emergency circumstances arise;
-May supervise the work of staff or coordinate the work of others assigned to perform any tasks or projects related to PWA;
-Performs other related duties as required.

Job Requirements

EDUCATION, TRAINING AND EXPERIENCE
Any combination of experience, training, and education, which has led to the acquisition of the required knowledge, skills, and abilities.

NECESSARY SPECIAL REQUIREMENTS:
-Three (3) years of experience developing, implementing, and/or managing Occupational Health and Safety Programs; conducting safety inspections including job hazard analysis; developing and presenting workplace safety-related training;
-Must possess and be able to maintain a current valid California driver license;
-Must successfully complete the following National Incident Management System (NIMS) coursework as a condition of the probationary period: ICS-100: Introduction to ICS, ICS-200: Basic ICS, ICS-700: Introduction to NIMS, ICS-800: National Response Framework;
-Must successfully obtain ergonomic certification through an accredited certification program/series as a condition of the probationary period.

DESIRED:
-Significant experience interacting directly with frontline workers in the field to prevent and/or address safety concerns;
-A college degree in Industrial Hygiene or related health and safety.

Knowledge, Skills, and Abilities

Some knowledge of the principles of supervision and management;

Considerable knowledge of the principles and methods of loss prevention, safety and risk management; organization and staffing; Federal and State environmental, health and safety regulations, including OSHA, Cal-OSHA, and Illness and Injury Prevention Program; diverse occupations in PWA; the development and implementation of Occupational Health and Safety Programs; available resources used in developing, implementing, and managing Occupational Health and Safety programs.

Skilled in: utilizing the appropriate resources to research, investigate, and/or develop Occupational Health and Safety Program policies/procedures; developing and presenting training programs on Occupational Health and Safety for agency/departmental staff and others; computer and software programs such as MS Office.

Working ability to: apply the development of occupational best practices; analyze regulation/legislation, develop and implement appropriate policies/procedures related to Health and Safety Programs; analyze administrative and organizational problems; prepare a variety of reports and recommendations including statistical analyses related to risk management and preparing reports for benchmarking; communicate effectively orally and in writing; plan, organize, and supervise the work of others; establish effective working relationships.
