The organization evolved to provide self-funded programs for Workers’ Compensation, Property, Liability and Dental benefits, and the group purchase of both HMO and Indemnity Health Benefit Programs.

Evaluation of the application material submitted. Incomplete submission packets will be rejected. 2. Qualified applicants will be asked to attend an interview July 17, 2025 and, if needed, for a second interview July 21, 2025. It is preferred that these interviews are in-person. 3. General Information Successful applicant must be fingerprinted, and a satisfactory Department of Justice records check must be received prior to employment. Per Government Codes 3100-3109 all public employees are disaster service workers subject to such disaster service activities as may be assigned to them by their superiors or by law. All disaster service workers shall, before they enter upon the duties of their employment, take and subscribe to the oath or affirmation required by the Government Code. In case of an emergency or disaster, public employees are required by law to respond to the disaster when so assigned. Definition: Under the general direction of the Executive Director, oversee all aspects of the of the Workers' Compensation program, including the management and direction of department staff. Responsible for the development of claim management policies and procedures and strategies to ensure compliance with state regulations, mitigate school risks and support injured employees. Establishes data analytics processes and benchmarks to ensure continuous improvement of the Workers’ Compensation Program, saving costs for RESIG members and providing insight into ways to facilitate healing of injured employees. Provides highly complex assistance to the Executive Director, Board of Directors, and member districts in the administration of Workers' Compensation claims.
Principle Job Duties: • Implements procedures to review, investigate, and manage the Workers' Compensation claims of member school districts. • Assigns and coordinates claims that become litigated to outside counsel who will represent member districts and RESIG. • Facilitates the hiring of staff and directs workload necessary for the proper administration and handling of claims. • Leads, supervises, trains, mentors, and evaluates Workers' Compensation staff. • Responsible for the coordination and communication between RESIG and member districts on claims, settlements, forms, procedures and methods used. • Responsible for the management of internal data processing systems in the claims management office and the articulation/coordination with outside third-party software consultants. • Responsible for the research and implementation of new laws, administrative mandates and procedures established by the legislature, case law, or state administrative offices, developing and implementing new processes and procedures as necessary. • Conducts a variety of complex research projects. • Responsible for the preparation, review, and filing of all administrative and state required reports and forms for RESIG and its members. • Develops and maintains a departmental claims management manual, including processes, procedures, and a library of resources of applicable programs and services. • Approves automated banking transactions, deposits, accounts payable and receivable. • Develops and conducts training sessions, workshops, monthly meetings and seminars for large and small groups. • Develops, implements, and monitors departmental goals, objectives and budget, requesting funding for planned projects and ensure program financial stability. • Sets and/or adjusts schedule, as needed, for meetings, trainings, conferences, and other work-related events. • Manages RESIG operations in the absence of the Executive Director, as needed. • Performs other duties as assigned. • Develops strategies and aligns department work to achieve organizational goals. • Networks with other CA JPA WC Managers to develop and share industry best practices. • Directs collaboration with RESIG members and RESIG Departments in strategizing and developing loss prevention programs. • Provides advanced notification to Executive Director, Board of Directors, and District Members regarding claims with significant financial impact. • Establishes and maintains Workers’ Compensation data analytics protocol including trend analysis and benchmarking to identify trends and areas for program improvement. • Implements artificial intelligence tools to facilitate process improvement and claims outcomes. • Provides support, guidance, leadership and motivation to promote maximum employee performance in all RESIG departments. • Develops and oversees implementation of strategic and budgetary goals. • Ensures timely, current, accurate, and adequate estimates and case documentation to protect the fiscal integrity of RESIG. • Directs and manages Workers’ Compensation defense counsel, adapting as necessary to ensure quality representation and case resolution. • Facilitates program growth by exploring opportunities to add members to RESIG’s Workers’ Compensation program • Presents Workers’ Compensation trends and results to RESIG’s Board of Directors and related committees, industry and peer groups, and RESIG members. Knowledge and Skills • Workers' Compensation claims adjusting, investigation and administrative techniques necessary to manage claims from initial report of injury to settlement or closure. • California Labor Code, Education Code and Government Code sections relative to Workers' Compensation benefits. • Reserving practices and techniques in accordance with laws sufficient to establish and maintain adequate financial levels on all claims, with understanding of excess carrier reporting. • Office methods and equipment, audio visual equipment, filing systems, telephone techniques, letter and report writing, and well-developed computer skills required in Windows-based applications. • Computer skills sufficient to manage Workers' Compensation claims using an internal data processing system, including imaging system. • In-depth knowledge of JPA member dynamics and management. • Strong leadership skills to inspire, motivate, and guide the team. Ability to: • Organize, develop, and prepare claims for assignment to counsel, trial and mandatory settlement conferences. • Learn, interpret, and apply specific rules, laws, and policies necessary to apply them with good judgment in the administration of public entity claims. • Establish and maintain cooperative relationships with peers, managers, and those contacted in the course of work. • Articulate, develop and present well thought-out reports, analyses and training to the Executive Director, Executive Committee, member districts, and staff. • Analyze situations and adopt effective course of action independently or from verbal and written direction. • Represent RESIG in a manner consistent with the policies, practices, and procedures of the organization. • Audit and approve financial transactions. • Communicate effectively, both verbally and in writing. • Independently and effectively organize and prioritize workload with frequent interruptions. • Attend conferences, off-site trainings, seminars and other work-related events. • Hire, supervise, train, lead, mentor, discipline and regularly evaluate staff. • Ability to handle conflict and confront challenging issues in a fast work environment. • Ability to handle multiple priorities simultaneously and ability to meet deadlines. • Skill/Ability to lead, supervise, direct, train, develop, monitor, motivate, appraise, and discipline staff • Skill/Ability to design, plan, and implement policies, procedures, and workflow processes Working Conditions: • Frequently travel to various schools, vendors, meeting sites, and conferences. • Must provide means of transportation. • Must provide proof of a valid California driver's license and California vehicle insurance. • Lift and carry up to 25 lbs. • Work while sitting, standing, bending, stooping, squatting, kneeling and climbing. • Work with office equipment and computerized workstation, which involves repetitive arm and hand movement. Experience and Education: • Possession of a bachelor's degree in business, Public Administration, Insurance of equivalent Worker's Compensation/risk management experience. • Ten (10) years of recent progressively responsible experience within the insurance industry administering Workers' Compensation claims for large or multiple clients, preferably from a self-funded public entity. • Minimum three (3) years of supervisory experience sufficient to hire, train, supervise, and discipline team. • Previous experience managing a paperless claims system. • Experience with the public sector or public schools is desirable.
