Under direction of the Deputy General Counsel, the Enterprise Risk Manager develops, implements, manages, and evaluates the Enterprise Risk Management program for the District including general insurance and property/liability claims. The Enterprise Risk Manager will be responsible for performing inspections and preparing, adjusting, and investigating claims, and determining final disposition of claims, preparing risk reports and filings, procuring various insurance coverages, coordinating with claims adjusters, District contractors and staff, and other typical risk management activities, as well as providing support to the Office of Chief General Counsel. Experience/Education Bachelor’s Degree in Finance, Business Administration, Risk Management, Public Administration, or a related field is required. A minimum of five (5) years directly relevant experience is required, including administering risk management, risk analysis, worker’s compensation, claims or similar programs. Experience in a public agency environment is preferred. A combination of experience/skills and education to fulfill the requisite knowledge, skills and abilities for this position may be considered. Certificates/Licenses Possession of an Associate in Risk Management (ARM) designation and/or insurance-related designation (e.g., AINS, AU, CPCU)is preferred. Must be able to obtain and maintain annual access to Marine Corp Base Camp Pendleton. Possession of and the ability to maintain a California driver’s license, Class C, with less than 6 points in the prior 3 years, and no DUIs in the prior 7 years. Maintain compliance with the District’s policies regarding Standard of Conduct, Conflict of Interest, and Ethics. General Requirements Knowledge of principles, practices and methods of risk management and asset protection, particularly in the liability claims administration, related to general and financial liability protection and requirements. Knowledge of the methods of research and analysis of risk management. Ability to understand, interpret and apply specific risk management policies and procedures, as well as applicable federal and state regulations, insurance, labor and environmental codes, loss protection and control methods, statistical and financial analysis, and record keeping principles and practices. Ability to create and maintain good working relationships through excellent communication and teambuilding skills; including the ability to engage successfully with both internal and external contacts and the public. Strong analytical and critical thinking skills; ability to gather, organize, analyze, and present data to appropriate sources. Exceptional communication skills, both verbal and written, including the ability to prepare and deliver clear and concise reports. A professional level of expertise in multiple areas and demonstrated use of high-level discretion and judgment in execution of duties is preferred. Highly confidential and able to handle difficult situations with diplomacy and tact. Ability to manage and maintain simultaneous, transitional, and emerging priorities. Demonstrated proficiency in computer software programs including Microsoft Office Suite.
