Under direction of the Human Resources & Risk Management Director, performs a wide variety of complex Risk Management activities planning, coordinating, monitoring, and administering the general liability, insurance and self-insured programs, and workers’ compensation. The incumbent is responsible for identifying, evaluating, and recommending methods of reducing and eliminating risks and liabilities within the city. The incumbent is also responsible for supervising, training, and developing department staff’s risk management support skills, and performs other duties as assigned. The Senior Risk Management Analyst is the advanced lead classification within the risk management series. Incumbents in this class are responsible for a wide variety of complex professional assignments and serves as a resource to the Director. Incumbents within this classification work independently in the performance of assigned tasks within the risk management programs. May exercise direct supervision over assigned technical, clerical and/or volunteer staff. ESSENTIAL FUNCTIONS:The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties. Assist with planning, organize, coordinate, and supervise the City’s loss control and self-insurance programs. Administer the City’s liability claims program by coordinating claims administration with a third-party administrator (TPA). Receive, analyze and ensure the appropriate processing of liability claims. Manage the City’s subrogation claims by receiving incident reports for property damage, requesting information from City departments, filing claims with insurance companies or other third parties, tracking claims status, and following claims through closure. Develop statistical information and reports and analyze the City’s loss prevention efforts. Assist with developing funding proposals, policy alternatives and strategies, including proposals for programs and projects to reduce or eliminate risks. Assist with administering the Workers’ Compensation Program by coordinating claims administration with third-party administrators (TPA); ensure accurate completion of appropriate forms and handling of claims; discuss workers’ compensation claims with departmental staff and Counsel to determine course of action; provide support to other City staff, claims adjustors and investigators, and insurance agents in the disposition of claims; maintain related files and documentation; provide timely follow through on status of claims. Assist with administering the return to work, modified work program consistent with the needs of the City and legal requirements. Work with City departments to arrange for modified or alternate work assignments and/or to effect reasonable work accommodation for employees with work-related injuries. Prepare, present, and monitor reports, including reports of work injuries as required by the State Department of Industrial Relations for workers’ compensation and employee safety. Track, assist with soliciting bids for renewals, and monitor all City liability insurance policies. Work closely with all City departments to maintain the vehicle inventory list for the Auto Physical Damage (APD) insurance policy, and provide additions and deletions as necessary. Maintain the list of insured property for the City’s property insurance policy, and provide additions and deletions as necessary. Research, plan, and organize training programs; outline annual training calendar; assist in implementation of training projects; negotiate fees with training facilitators; and assist in conducting training programs as required. Ensure Safety Program is in compliance with Cal-OSHA mandates; maintain Cal-OSHA 300 Log, and prepare Cal-OSHA 300A form. Develop and implement new safety policies based on Cal-OSHA regulations, and update any existing policies as regulations change. Maintain the City’s Injury & Illness Prevention Program (IIPP). Assist with reviewing and analyze insurance contract requirements and details, assess exposure and transfer of risk scenarios and make recommendations. Assist with annual policy renewals including excess liability and property. Assist with procuring property insurance and excess liability insurance policies. Assist with verifying that insurance and bonding requirements are met on all City contracts; monitor for ongoing compliance with City requirements. Maintain prompt and regular attendance. Perform other related duties as required.
A typical way of obtaining the required qualifications: Education: A bachelor’s degree from an accredited college/university in public administration, business administration, risk management, safety management, human resources, behavioral science or a related field. AND Experience: Four (4) years of progressively responsible and varied experience in risk management administration, including at least two (2) years in or working with a governmental agency. SPECIAL REQUIREMENTS: • Possession of a valid California Class "C" driver's license issued by the California State Department of Motor Vehicles and good driving record. • Associate in Risk Management (ARM) certification is desired.
