Management Services Specialist – $65,499 – $88,441
Senior Management Services Specialist – $72,051 – $97,281
The Citrus Heights Water District has one (1) open position which will be filled at either the Management Services Specialist level or at the Senior Management Services Specialist level.
This position is designed for a public-sector generalist, and will encounter a wide variety of responsibilities that require leadership, problem solving, and ability to master a range of subject matter in order to coordinate day-to-day operations. This position reports to the Management Services Supervisor/Chief Board Clerk in administering activities including recruitments, leave management, compensation and benefits administration, risk management, public relations, community engagement, and other strategic projects. The position will support the District’s Chief Board Clerk who also serves as the District’s Public Information/Public Engagement Officer to ensure legal compliance regarding the management, publication, and dissemination of public records and documents. This position also coordinates projects across the organization with the opportunity to lead key initiatives, and works independently to administer assigned programs.
Candidates who meet the qualifications of the Senior Management Services Specialist position may act as a team lead to staff tasked with day-to-day operational responsibilities, including recruitment, administration of a comprehensive compensation package, and risk management policies and procedures. They will also have the opportunity to participate in the development and administration of the District’s budget; work on strategic projects and attend Board of Directors meetings.
THE IDEAL CANDIDATE
The successful candidate will be on an upwardly-mobile municipal government career track. Candidates with strengths in a handful of the following areas will be favorably considered: program management; data collection and research methods; contract administration; payroll and benefits administration; graphic design principles; local, state and federal laws; marketing and promotional strategies; branding and media outreach; public relations and community engagement. Verbal and written communication skills are crucial, as this position routinely presents to the community and prepares and presents clear, concise, accurate, and complete reports to the media and public. Ideal candidates also possess the following qualities:
-Strong customer service ethic;
-Knowledge of current computer software such as desktop publisher, presentation software, and spreadsheets;
-Ability to compile and analyze statistical information;
-Effective verbal and visual public presentation skills;
-A record of successful project management;
-Personable attitude to establish and maintain positive working relationships, both internally and externally;
-Ability to juggle competing priorities in a fast-paced, team-oriented environment.

EDUCATION AND EXPERIENCE
Individuals meeting the following education and experience qualifications are encouraged to apply for this position.
Management Services Specialist – One (1) to two (2) years of professional experience with exposure to some of the following: marketing and promotional strategies; program development; contract administration; payroll and benefits administration; general elements of grant writing; graphic design principles; public relations/community engagement; and human resources/risk management experience.
Senior Management Services Specialist – To be considered for the Senior Management Services Specialist, candidates must demonstrate two (2) or more years of increasingly responsible work experience in a handful of the following: marketing and promotional strategies; program development; contract administration; payroll and benefits administration; general elements of grant writing; graphic design principles; public relations/community engagement and human resources/risk management experience.
A Bachelor’s degree from an accredited college or university with major course work in public administration, business administration or a closely related field is required.
A Master’s degree in business /public administration, or a related field is highly desirable.
